Collaborative Open Data versioning: a pragmatic approach using Linked Data

Abstract: Open Government Data initiatives are centralisedand unidirectional. For non trivial applications reusers make copies of the government datasets, so that they can curate their local copy of the data (e.g.,by fixing errors). This situation is not optimal,it leads to duplication of efforts reducingthe possibility of sharing. In this paper we describe a data publication pipeline that exports legacy-databases data into RDF and we investigate possible implementations of afeedback-channel. We show that reusers may want to merge changes at different stages of the pipeline; i.e. fixing errors to improveRDF triples as well as contributing better code for generating such triples, thus improving (open) data quality and therefore reusability and transparency. We discuss the features of the feedback-channel arguingthat a full-fledged RDFversioning system is beneficial. We conclude reviewing existing RDF-versioning solutions and suggesting the next steps needed to implement a distributed RDF-versioning system
