To fix this issue, we should add a permissions key at the root level of .github/workflows/postsubmit.yaml, right below the workflow name. This restricts the GITHUB_TOKEN for the entire workflow (and all jobs that do not override permissions). Since this workflow just calls a reusable workflow and does not itself require write access to anything, we can set the minimal starting point, contents: read. If it needs more, it should be adjusted, but contents: read is the safe default often recommended by GitHub for workflows that only fetch code. The change should be as close to the top of the YAML file as possible, typically after the name declaration and before the on: declaration.
