Maintenance: remove code owners file

Summary

As discussed internally, we have decided to remove the CODEOWNERS file in favor of using GitHub teams auto assignment feature. This change will make it so only one maintainer at the time is requested reviews instead of all maintainers in the code owners teams.

Why is this needed?

So that we can minimize the amount of notifications received by maintainers, while still keeping the right amount of reviewers - just using a different GitHub feature.
