Reconsider colorama pin

Confirm by changing [ ] to [x] below to ensure that it's a bug:

Describe the bug
We can't install awscli on Fedora Rawhide(34) due to a requirement on colorama <0.4.4. I've set a workaround, but 0.4.4 seems to work, so <=0.4.4 seems appropriate.
