Build break after recent PostgreSQL commit affecting pg_dump

Hello,

A recent PostgreSQL commit (postgres/postgres@698eae7) appears to break the pgactive build. This seems to be due to changes in pg_dump, specifically around isValidTarHeader, that are no longer compatible with the current pgactive patch.

Sharing this for visibility. Just a heads-up, as this change will likely be included in the upcoming PostgreSQL 18.4 release, which is expected soon.
