Oh, not Welcome to Wikipedia again... This has got to be the most un-welcoming welcome message ever. A mind-blowingly, overwhelmingly huge table which is guaranteed to confuse all but the most confident, tech-savvy individuals. When I was refreshing the welcome module some years ago I omitted this template very much on purpose. I'm sure you can find other rants about this template by me in the archives of Wikipedia talk:Twinkle.

Oh, okay. I thought that the icons might make it more appealing than Template:Welcome_screen. :)

My personal favorite is the cookie message, welcome-personal.

Closing, as I don't see {{Welcome to Wikipedia}} in its current fashion ever being added to Twinkle. If you really want it, you can add your own custom templates by changing the "Custom welcome templates to display" under "Welcome user" in your Twinkle preferences.
