Bug Report

Current Behavior
Transpiled code ends up referencing the class definition directly before the class binding has been fully assigned/defined.

Input Code

  • REPL or Repo link if applicable: here
export default class I18n {
  @service router;

  static US_ENGLISH_LANGUAGE = 'en';
  static US_ENGLISH_LOCALE = `${I18n.US_ENGLISH_LANGUAGE}-US`;
}

Expected behavior/code

  • Class should be initialized without an error
  • I18n.US_ENGLISH_LANGUAGE === 'en';
  • I18n.US_ENGLISH_LOCALE === 'en-US';

Babel Configuration (.babelrc, package.json, cli command)

See the REPL example

Environment

  • Babel version(s): v7.0.0
  • Node/npm version: Node 8/npm 5
  • OS: OSX 10.13.4
  • Monorepo: no
  • How you are using Babel: ember-cli

Possible Solution
Initialize the class, then decorate?
