FreeBSD needs to scan lib and etc directories for extra files #77

This was filed in basho/riak_ee#158 FreeBSD has the same problem SmartOS had where SNMP files aren't automatically installed. The commit to fix SmartOS here: #60 should be ported to FreeBSD to auto-scan directories for files missing in the install.

* This commit changes the naming of the package. `pkg_add`
on FreeBSD needs package names to end in .tbz rather than .tgz
* The data and log directories were not scanned for extra
directories so some default directories would be left out
of the package install.
* Some directories such as /usr/sbin were included in the
default @dirrm list, those have been removed
