…on errors Riak depends on openssl, but openssl is not installed by default on a base FreeBSD 9 machine. This adds a `@pkgdep` line to require openssl. The configuration directory /etc/riak and files therein shouldn't be writeable by the Riak user and daemon. This is implemented by flipping the default attributes back to a conventional root:root and then explicitly specifying the directories that Riak should have ownership of.

The staged cluster interface is provided by `riak-admin cluster` which provides commands to stage a set of changes as well as the plan, commit, and clear commands to view the set of pending changes and commit/clear them. Add new `riak-admin replace` and `riak-admin force-replace` commands. Add new `riak-admin transfer-limit` command. As part of this change, the non-staged cluster commands are changed to no longer work without adding `-f` such as `riak-admin join -f firstname.lastname@example.org`.
Several sections on core improvements/known issues were in master but missing from the 1.1 branch, despite being relevant to the 1.1 release. Likewise, the most recent merge of 1.1 to master removed these sections from master as well. A recent commit to the 1.1 branch re-adds these missing sections, and this merge pulls them back into master.
Several sections on core improvements/known issues were added to master rather than the 1.1 branch during the 1.1 release cycle. These sections are therefore missing from the tagged 1.1.x release notes, despite being relevant for those releases. This commit adds these sections, although they will still be missing from prior tag points.
