Adds RNG reseed plugin

Adds David Bao's seedrandom.js
(http://davidbau.com/archives/2010/01/30/random_seeds_coded_hints_and_quintillions.html)
as an init_child plugin. The V8 which ships with node 0.4 seeds the
RNG with the current ms, which is likely to lead to RNG collisions
between processes when running with the cluster module.

This commit also includes a small bugfix to init_child event.
