Description of the problem:

https://docs.bazel.build/versions/master/skylark/lib/skylark-provider.html has a broken link to https://docs.bazel.build/versions/master/skylark/rules.$DOC_EXT#providers in the first line.

PS. apologies if this is the wrong repo for the bug; I noticed that SkylarkModuleCategory.java has the "This section lists providers" text, so I figured the bug is in that file somewhere. I haven't looked any further.
