This PR adds a decompose method that allows decomposing a catalog to a given domain decompostion policy. The current API focuses on the spatial decomposition.

Add DomainDecomposedCatalog
The decompose method of a catalog returns a new catalog where
the items are decomposed according to the supplied domain object.
Do not allow exchanging columns per request.
Two benefits:

- no longer need to save the large 'layout' object.
- This allows requesting columns uncollectively. Exchanging upon
  request break this convention.
