Atomic increment / decrement in Cache library #109

I think there are two important functions missing in Cache library: atomic increment and decrement of a stored numeric value.

They are pretty useful, for example in this case: http://code.google.com/p/memcached/wiki/FAQ#Deleting_by_Namespace

I am not sure given how both the APC/Memcached but I am not sure it make sense with the current structure of how we are storing the data as an array (with the actual data as the first element in the array, time stored and ttl as the next two.
