It will poll the db every polling_interval_seconds, and will timeout if timeout_in_seconds passes with no data appearing, falling back on old behavior of returning empty list of messages. if timeout_in_seconds == None, it never times out and blocks indefinitely until data is available By default block=False, polling_interval_seconds=1 and timeout_in_seconds is None
