In order for an anarchic or generally decentralized organization to function, individual Practitioners must have the knowledge and skills to accomplish their goals. An anarchy of incompetent people is simply chaos.

The flip side of this is that if you do happen to have a team of competent people (lucky you!) you don't need to give them rules and procedures to follow—that will only frustrate them. Give them a goal, and then get out of their way.
