version 1.3 - bugfix for macOS

I have removed the dual socket support (IPv6+IPv4) for macOS and kept the IPv4 support in. For now, until requested, this will be IPv4 only on macOS.

Added documentation to get the tool running on macOS.

version 1.2 - simplified a thing

I have removed the "any" protocol option as it is only confusing people. Thanks gvsyn for that hint.

version 1.1 - monitor the data rate and act

This release brings a new option to the tool: minimal data rate (in kbit/s).

When there is a successful stream established the tool will now monitor the data rate of that stream and if the data rate falls below/above a configurable number the tool will switch the OBS scenes accordingly.

This is the first release version of this tool. Find the zip file for your appropriate environment and ensure that you have .NET Framework 6 installed before running.
