Carregar estrutura Glossário / Tesauro FUNASA no sistema FI-Admin #819

A partir de tabela criada pelo Arthur e Ana Campos contendo os termos e suas categorias hierárquicas, realizar a leitura dos elementos do Tesauro DeCS e criar novos elementos para o Tesuaro FUNASA.

Os códigos dos registros deverão seguir as seguintes máscaras
Quando descritor:

D + FNS + <número sequencial com 6 posições>
Ex.: DFNS000355

Quando qualificador:

Q + FNS + <número sequencial com 6 posições>
Ex.: QFNS000450

O campo "external_code" receberá a informação do campo "decs_code" do registro origem no Tesauro DeCS, e será concatenado ao acrônimo do Tesauro DeCS.
Ex.: DCS-22014
Com isso será possivel mapear o elemento original.
