Add Alerts in format readable by media & RSS feed

Add a section that has "Developers' Alerts" that has an RSS feed available. This would provide alerts and information about incidents such as the recent data appends and hard fork. A Wordpress installation in a subfolder or subdomain (alerts.bitcoin.org).

Perhaps this should be setup in a way that client-specific issues can be filtered out separately. So network-wide issues (such as the upcoming hard fork) could be "Bitcoin" category, while the accidental 0.8 hardfork problem would be a "Bitcoin-Qt only" category, and other clients can do alerts in their own categories as well.

@luke-jr : I thought we could specify this in the texts of each alert to keep it simple, since there will probably not enough of them over time for a need to seperate them. Here is what I've done so far : bitcoin#194 .
