Add link to forum in local resources

Can you please add the Bulgarian Bitcoin Forum in local resources.

This forum is the first result on Google and seems to be more active than hash.bg which is already listed. So I think it makes sense to add it in the community page (only for the Bulgarian page).

@2GOOD Can you provide a pull request? https://github.com/bitcoin/bitcoin.org#how-to-participate Maybe a direct link to the forum (http://bitcoinbg.eu/forum/index.php) and use the name (BitcoinBG.eu) instead of "Bitcoin Bulgarian Forum", so it doesn't sound like the "official" one.
