Sorry if I messed up with posting it in a wrong category, but could anyone send me somewhere where described how to correctly introduce BIP?

First you need to find an insurance company that will support this. Then write a formal BIP specification and submit it to the Bitcoin development mailing list for assignment of a number.

You don't need an insurance company. It can be done using ECDSA for signing another transaction with a link to public locker where CHECKLOCKTIMEVERIFY protects by time. This is can be another type of signature, accepted to the list of unconfirmed transactions.
