All links linking to secp256k1 are broken. The URI returns a 404.

@alecalve Thanks! I also found the issue and was waiting for secg fixes their website, it seemed unlikely to me that this would last very long, but apparently it's been weeks and this isn't fixed. @harding any idea for a replacement?

The Bitcoin Wiki Secp256k1 page currently links to this mirror: http://perso.univ-rennes1.fr/sylvain.duquesne/master/standards/sec2_final.pdf

I'll push a commit in a moment updating our link to use that URL, and I'll add a monthly entry to my calendar to check to the secg site for when they fix their issue. Thanks @alecalve for reporting this!
