Capacity increases: add Chinese translations #1170

@jl2012 has kindly provided both simplified and traditional translations of the Capacity Increases statement.

This commit:

Adds both new statements
Moves the signatures to a new file and includes it in the en, zh_CN, and zh_TW pages.
Links to the zh_CN and zh_TW pages from the en page, since zh_CN and zh_TW each don't have a Bitcoin Core overview page.

Previews:

I've read the Google Translate versions of the pages, and they look fine to me.
