Cherry picking f7d218d8d70febbfbde6c67ad4824571268d4eda from #1740 so a first time contributor won't have to rebase due to a recent Gemfile update we made.

#1740:

BIP 130 added a new standard protocol for announcing new blocks that
is not yet documented in the Bitcoin Developer Guide.

This will be merged from once tests pass.
