It has been suggested a few times to stop representing Bitcoin as a "free payment network" because some users are surprised to discover that transaction fees exist in various cases. And also because transaction fees will become more important over time with reduced block reward.
This pull request brings back a bit more accuracy on this and more focus on low transaction fees, which is a better long term representation. While still representing the current reality about free transactions and voluntary fees.
