doc: Update OpenBSD build guide for 6.4 #14515

Includes a commit from #14314.
The disable-dependency-tracking workaround is still required to run ./configure (cc #14404).
gmake check -j4 pass.
src/bitcoind runs and "starts" syncing.

If anyone testing this gets stuck running ./configure and/or doesn't want to pass disable-dependency-tracking, a workaround is to downgrade automake to 1.15.1. See my comment here for more info.

If you have trouble running the functional tests, seeing errors like:

UnicodeEncodeError: ascii codec can't encode character ...

you might need to export LC_CTYPE=en_US.UTF-8.

I cannot test this as my VM environment refuses to run OpenBSD 6.4. I think this is straightforward enough, though.
