feat: add app hang reporting

[kattrali]

• updates build deps to generate swift bindings for Report model in tests
• reports app hang events and the precise duration when enabled on device
• uses existing anr duration config to determine whether to report events
• adds a new diagnostic type enum which we can use to configure types on or off (defaulting to off for non-fatal event types)
• adds new categorization for fatal app hangs, to aid matchers (session | issue)
