Add GitHub Actions auto-build workflow #2062

This build executes app_test, chain_test, cli_test and also es_test.

@oxarbitrage I had to change a few things in order to make it work with ES-7 (or at least I suppose the ES version is why the tests originally didn't work for me). Please check.

The es_tests still seem to be not completely deterministic. At least I have seen spurious failures during my tests, see https://github.com/pmconrad/bitshares-core/actions .

Added native mac build.
The failing "Node Test" is due to #2033 not yet being in develop.
