Using the filesystem to store intermediate or final results brings some issues with it, race conditions for example. This is the fourth PR in a series that aims to achieve in-memory issuing.

This PR addresses in-memory signed certificate creation.

Makes the most sense after merging blockchain-certificates/cert-tools#39, blockchain-certificates/cert-tools#40 and blockchain-certificates/cert-tools#41
