I attempted to download a file from one of our application servers to my local machine with the following command:
c:\scp myuser@host_ip:~/.bashrc .
It always says, "unable to identify ~/.bashrc: no such file or directory." I know that file exists. If attempt to run the exact same command on my Mac it downloads the file no problem.

Have you tried a direct path (/home/users/your_username/.bashrc)? I think that the tilde (~) might be the problem.
