It's possible the highlight is already configurable in which case the theme should be updated. However I suspect that there is not yet a configuration for how the toolbar highlight behaves, in which case that will need to be added first. (Or perhaps the highlight can be made transparent to work in both without any configuration)
Additionally, as a minor other issue: "Light Minimal" has minor ticks, but "Dark Minimal" does not. The two should be brought in to be as consistent as possible, otherwise differing only by light/dark.
