This was broken when we switched to using npm workspaces around bokeh 3.0. I moved dependencies from
@bokehjs/libinternal package to the meta package. This isn't ideal, but I don't want to mess with the build system right now. Most changes in this PR are a side effect of refreshingpackage-lock.json.fixes #12616
