Group listing on profiles requires login

Describe the bug
When browsing user profiles, users have to be logged in to see the "Groups" tab regardless of the privacy settings of any of the groups.

To Reproduce
Steps to reproduce the behavior:

1. Go to a publicly visible user profile whilst logged out
2. Click on 'Groups' tab
3. Get login page (404)

Expected behavior

1. Go to a publicly visible user profile whilst logged out
2. Click on 'Groups' tab
3. See user's non-private groups listing
