This is fixed in the latest source. The fix was a change in Boost build in the 'develop' branch. It should be merged into the next release of Boost. Support for zlib and bzip2 is done with the appropriate 'using zlib...' and 'using bzip2...' jamfile tools. I have also updated the documentation in Boost Build for this on the 'develop' branch.
