Describe the PR

Adds in scoped stylle support when b-modal is not static (portalled).

Normally portalling looses the root element scope style data attribute. This PR ensures it gets copied to the root element wrapper div.

  • It's submitted to the dev branch, not the master branch

  • ARIA Accessibility has been taken into consideration (Does it affect screen reader users or keyboard only users? Clickable items should be in the tab index, etc.)
