feat(b-collapse): add new prop appear to animate an initially visible collapse

Describe the PR

Adds new prop appear, which when set to true will animate the collapse if initially visible on mount.

Creates utility helper functional component BVCollapse which can be shared amongst other components (i.e. table details slot, dropdown menu) in the future.

Target release: v2.2.0
