fix(b-tooltip): fix arrow margin (closes #4721)

This PR fixes the <b-tooltip> arrow margin.

Bootstrap defines an arrow margin for the .popover that equals the border-radius.
This arrow margin is missing for .tooltip.

Closes #4721.
