fix(b-tooltip): fix arrow margin (closes #4721) #4727

Describe the PR

This PR fixes the <b-tooltip> arrow margin.

Bootstrap defines an arrow margin for the .popover that equals the border-radius.
This arrow margin is missing for .tooltip.

Closes #4721.

Should we put out a patch release for this (v2.4.1), or wait for v2.5?
