[Feature Request] Support GPG-signed commits in self-hosted instances of Bors #647

Currently, Bors does not have the ability to GPG-sign the commits that it creates. (See forum post here.)

Would it be possible to add the ability to GPG-sign commits, but disable it in the publicly hosted instance of Bors?

That way, the administrator of a self-hosted instance of Bors could choose to enable the feature.
