S3 connection problem on boto 2.23.0

On one of our instances in us-east-1c we got error of

S3ResponseError: S3ResponseError: 403 Forbidden SignatureDoesNotMatchThe request signature we calculated does not match the signature you provided. It's calling boto.connect_s3(aws_access_key_id, aws_secret_access_key). It is ok when it's called on another instance in us-east-1b or us-east-1c with the same credential.
