Support for custom postprocessors for installed packages #1930

They would work similarly to Pluggable Resolvers, but would take care of postprocessing downloaded packages, instead of downloading them. Currently pluggable resolvers can do any transformations in fetch method, but generally they work only for given source type (e.g. git).

It would allow to prepare source files for consumption (like building packages to support #1606, or installing typescript definitions, like asked in #1927).
