Documentation page on Diagnostic Potential Predictability #220

@aaronspring, it would be nice to have a documentation page (under User Guide) on Diagnostic Potential Predictability (DPP). This would contain references to the Boer/Sefarian/Resplandy papers, explain chunking, etc. I don't understand the method at all and we just show it in the perfect model demo without any explanation.

I think we should slowly build up docs pages on these more advanced methods (like relative entropy) so methods are clear to the community.
