Torch or Nvidia is installing a lot of dependencies and slowing the installation in CI

It is related to googlecolab/colabtools#4344.

With this regression not on our side, I think we should do nothing and wait. On the CI side, it will be changed as soon as they change the version. There are several possible solutions, but I think it's prudent to do nothing for now.
