Autoplay whitelisted sites doesn't allow override settings

Auto play whitelisted sites doesn't allow you to override the setting to set it to block. User is forced to use a setting which they can't change. Here's the recording

This has been a long-standing issue which was reported on brave/brave-browser#3138
