This issue covers the UI part of FBD feature that "nudges" users when FBD is enabled by default, but some website action has happened (a form submit for ex.) that hints FBD should be probably disabled for the website.

Brave should give users a convenient way to “opt-into” a site remembering them (instead of making it the default)

This overall “forget by default” feature should be opt-in, though we should build things in a way that would allow us to "nudge" users in cases where they are using a site they might want to maintain storage on (i.e., hint to users they might want to opt-in)
