this is what we do in muon

web_contents()->SetUserAgentOverride(user_agent);
    params.override_user_agent =
        content::NavigationController::UA_OVERRIDE_TRUE;

Verified on DDG, Adobe, Netflix & Brave. Ensured that we overwrite the default UA in those instances.
