Updating to new build re-adds the profiles

Steps to Reproduce

1. Install older build
2. Add two profiles first user, second user in people manger
3. Open people manager window and remove both the user profiles, ensure it creates a new profile
4. Close all browser window
5. Update to a new build
6. Launch browser, launches Person 2 profile
7. Open people manager window has two profiles both which are deleted but doesn't retain the name of the profiles

Actual result:

Updating to new build re-adds removed user profile

Expected result:

Should not re-add removed profiles while upgrading build
