Description

Disable hovercard which can be quite distracting

Steps to Reproduce

1. Upgrade to 70.x
2. Hover mouse over tabs
3. Get a bad UX of tab card showing the title
4. Esp gets annoying when you have a large number of tabs

Actual result:

Annoying tab card is shown every time you hover over a tab

Expected result:

Option to disable it or even better implement tab preview(#275) which we had in muon so that gives a better user experience
