Brave Rewards : Settings : Copy update for Tipping Settings Panel

In the Tipping Efficiency Update spec there is a requirement to update the tipping setting panel

The monthly contribution has been broken out and the column has been set to date type, however the copy was not updated.

As of 1.3.17 the copy was :
"Tip content creators directly as you browse by using the Rewards Panel, or by using the inline tip button on various sites including Twitter, Reddit and GitHub."

The new copy should be :
"Tip content creators directly as you browse. You can also set up recurring monthly contributions so that you can support sites continuously."

@alexwykoff this is what we have on 1.9. Is this issue still valid?
