New window doesn't focus on URL bar

Description

When I have a window open in full screen on MacOS and I open a new window, the focus is not in the URL bar, so I have to click on the URL bar before I can search. This happens only for new windows created while in full screen mode, it doesn't occur when not in fullscreen mode and it doesn't happen for new tabs.

Steps to Reproduce

1. Open Brave
2. Enter full screen mode (green dot on top left in macOS)
3. Open a new window

Actual result:

Focus is not on URL bar.

Expected result:

Focus on URL bar.

Always.
