Articles for you section is visible on NTP in tabs overview when toptiles are not loaded

Steps to reproduce

1. Clean install 1.5.111 x64 stable build
2. Complete onboarding and ensure NTP shows Nothing to see here message before loading top tiles
3. Open tab tray, Chromium option for downloaded articles is shown on NTP
4. Reload tab to bring top tiles
5. Open tab tray again, no message about downloaded articles

Should not show removed components from NTP

Additional information

Not a blocker @SergeyZhukovsky @bbondy can remove it at a later release as this is not shown on NTP but only in tab tray mode.
