Browser opens to profile selection screen

Description

When opening Brave on Windows, sometimes it opens to the profile screen even though they only have one user.

Although the user can choose their icon (shown in picture below above the You text), it's not really clear why this is showing or what their next step should be. At least one user followed the create profile link and was confused

Steps to Reproduce

Unknown.

• One user reports it happened after rebooting
• Other user reports it happened after running Windows update (and likely rebooting)

Browser should just open regularly
